The adopted development plan is the Harborough Local Plan (2011 to 2031) which was adopted in 2019. Harborough District Council are currently in the process of preparing a New Local Plan which is proposed to be launched for consultation in March 2025.
The adopted Local Plan outlines a housing provision of land for a minimum of 12,800 dwellings across the plan period. The Local Plan sets out a spatial strategy to guide growth across the District, as part of this it identified Fleckney as a Rural Centre. Thereby a sustainable location for development to be directed.
The Local Plan supports Fleckney as a Rural Centre which should provide housing, business, retail, leisure and community facilities to serve the needs of the village and surrounding areas.
Harborough District Council (HDC) is currently preparing an emerging New Local Plan (2020 – 2041). This emerging plan will eventually replace the adopted Local Plan. The Council has recently published a draft Local Development Scheme (February 2025) which sets out that adoption of the New Local Plan is anticipated for Autumn/Winter 2026.
It is important new housing is delivered throughout the District and as part of the New Local Plan as HDC are currently unable to meet the Government’s required 5 year housing land supply as required by the National Planning Policy Framework (NPPF).
Land West of Leicester Road, Fleckney will contribute towards Harborough’s housing need through the provision of between 170 – 220 dwellings, 40% of which will be affordable. The site is in a sustainable location with strong connections to the village of Fleckney and would assist in delivering a 5 year housing land supply within the District in accordance with Government requirements.
