The site proposes to deliver between 170 – 220 new market and affordable homes. The site will deliver a policy compliant level of affordable housing at 40% which is between 68 – 88 homes.
At this point in the process we are undertaking further technical work to determine the exact number of new homes that will be brought forward through the development proposals. The amount of housing will consider the outcomes of the consultation feedback received and further technical work undertaken.
Harborough District Council are currently unable to meet the Government’s 5 year housing land supply target as required by the National Planning Policy Framework.
Under the new standard method for calculating housing need Harborough District Council’s housing requirement increases from 510 dwellings a year up to 723 dwellings a year. Although HDC are currently progressing a New Local Plan, until this is adopted the District need to deliver much needed new housing in the interim period.
This site at Leicester Road, Fleckney will be able to deliver a meaningful contribution towards the increased housing requirement in a sustainable area of the District. Fleckney is recognised in the adopted and emerging plan as a key village for future growth offering a range of amenities and facilities.
Barratt David Wilson Homes are committed to providing biodiversity enhancements and supporting wildlife. Ecologists will undertake surveys of the site to establish biodiversity currently present on the site, and enhancements will be made via a comprehensive landscaping scheme on the site.
The proposed development will deliver housing which is M4(2) compliant (adaptable homes). New high-quality pedestrian and cycle routes will also be created throughout the site which will connect to Leicester Road.
Following submission of the application, Barratt David Wilson Homes will enter into a Section 106 legal agreement which will provide various financial and non-financial contributions to the local community and Harborough District.
Access will be taken from Leicester Road and extend through the site. The roads will provide a suitable width to allow for safe driving as well as tracking of refuse vehicles. All dwellings will be provided with at least 2 parking spaces and visitor parking will be provided to prevent street parking jeopardising the safety of the road network.
Any impacts to the highway network will be mitigated for through the design of the site as well as working with the Local Highway Authority.
The development will provide suitable provision of Electric Vehicle Charger Points (wall mounted on a driveway or freestanding) to encourage the use of electric vehicles. The new dwellings will also be in accordance with the most current building regulations, to maximise efficiency and sustainability of future homes. High-quality pedestrian and cycle paths will also extend throughout the site to support walking and cycling as well as reducing the dependency on cars.
The materials used in the construction of the housing will be in keeping with the local character of the surrounding area with feature plots to be designed in key locations to form a legible street scene. To further enhance the appearance of the street scene, appropriate landscaping will be planted which will also provide ecological benefits. Additionally, all dwellings will include a minimum of 2 parking spaces, with designated visitor parking. This will reduce on street parking, enhancing appearance but also improving safety.
A Construction Management Plan will be prepared and submitted to the Council for approval prior to the commencement of any construction on site. The Construction Management Plan will provide further details on how any adverse impacts such as dust and noise will be mitigated.
We will carefully consider feedback received in a Statement of Community Involvement and take the feedback received into account as our proposals emerge. It is likely that a planning application will be made to Harborough District Council in the coming weeks. At this stage the local community can formally make representations and views known to the Council that will be considered through the determination of the planning application.
